San Jose city permits?

I'm trying to organize a toy drive for Iraqi children in a local grocery store/mall but my friend mentioned that we would need a city permit. Since the San Jose city hall is closed until Jan 5th, I am not able to contact them for more info. Does anyone know which permit we need (if we need any at all) and how to go about obtaining it? Thanks!
