Can someone put into plain words what this line in my crochet instructions means?

Row 3 ch 3 (counts as 1 dc),turn, skip first sc (below ch-3), dc in next st and in each st, and lp st to end. Does it mean to double crochet in each stitch till the last stitch and the last stitch would be a loop stitch?
