Dog attacks on cats. Need new law to muzzle all dogs in public places?

How about THIS law - All dogs need to be on leash and under control. If you don't want your cat attacked then keep it inside or build a fence around your yard. That way if it is a wild dog it shouldn't be in your yard, and if it was in your yard and owned the owner is responsible for the fact that their dog isn't under control. Having the dog muzzled all the time is pretty cruel if you ask me.
